There are spots to surf, Hull Bay is the easiest to get to. I went to St. John last March and there was surf on Cinnamon Bay. I have heard that the locals can be a problem in St Thomas and I didn't try to surf there. From what I saw while riding the shuttle I don't think I would be comfortable, but if you feel up to it go for it. March is a good time to surf on the islands if there is a big storm. Tortolla is way better from what I hear (much more consitant) so if you get the chance you might want to head there, I think the locals are easier to deal with too. Personally I wasn't that comfortable being alone at those spots so I took the meager offerings on St John and enjoyed them for what they were worth. When I was flying into the airport on St. Thomas I could see an unbelievable spot going off with some huge lefts and not a person to be seen. You would need a boat to get to it though.
