Twisting the straps as they go over the board like csburg said does the trick. I battled it for about a year then my brother showed me the twist trick and i almost never have the buzzing issue now.

Like everyone else said 7 mil Drylocks are the way to go fo NJ. Never had cold feet when wearing them no matter how long I stayed out.
Any progress on the build?
$200-$230 sounds very very fair. As you should know from doing a board yourself glassing is a lot of work and it takes a long time to aquire the skill's to get that "professional" finish. The guys...
