he spoke at length on it and definitely said, 'no surfing' but he didn't say there would be cops on the boardwalk

You think the following statement applies just to beach park? or all of long beach?
"Beach park is closed and entry into the ocean is strictly prohibited."

bloomberg doesn't have jurisdiction over Long Island. He's the mayor of NYC, not the governor of NY.

Long beach isn't part of NYC. It is its own city.
