Barbados used to be cheap until they instituted a VAT a few years back. Now everything there is more expensive than here.
Maybe El Salvador or Panama?

How cheap is cheap? Caribbean is going to be pricey, just about anywhere. I like northern central Florida and southern north Florida. You can drive it in a day, and find reasonable rentals. OBX has a better shot at surf. New England and Nova Scotia have great surf potential and are not expensive, but it's bloody cold (personally, I don't mind that).
I live in NH so I like to get away from the 6/5/4 from time to time.

Actually, I haven't been down to Black's since last September when I did my little crowd sourcing experiment, so I have no idea. Thanks by the way, I had friends in from out of town and had no idea the WCT (my ignorance of all things pro-surfing is profound) event was going on that weekend, so good call. We would have gone up North otherwise.
