board socks are lame. Get a mylar (reflective silver) board bag.
Even with a mylar bag, always do your best to keep the board cool - shade when possible and never leave it in an unventilated car. Only boards I've ever had blister where colored boards...blue, in fact.
what brand surfboard is that ? capesurf ?

its most likely from the sun and heat... and could also be mixed with a bad glass job... dont the board on the beach all day... or get a day bag or shade.
I think this happen to one of my boards and over time it went back to normal... might be due to the change in air temps and the fiberglass reacting to heat... thats just my thoughts...
