Track coach here. I would say you have sore shins, not shin splints. Shin splints come from repetitive pounding with bad shoes and bad form on hard surfaces. You are probably walking, running, surfing differently to compensate for hip surgery. Try sitting on your heals with your knees in front of you to stretch your shins, or push against a wall with your toes folded back. Good luck!
Shin splints are usually caused by impacting a very hard surface. Epoxy board? Mosh Pit? Maybe get a foamie board during recovery. Never had shin splints, but friends who were fellow distance runners said they really sucked. Good luck and speedy recovery man.
