yep pretty much....just mix the Q-Cell and resin together....Pour in Q-Cell in a plastic cup and add small amounts of resin into a plastic cup until it gets to the desired thickness. Then add your hardner.......mix....then just pour into your ding. Make sure your board is dry though. No dampness. Let it dry...After, sand down and apply a fiberglass cloth on top then just resin and hardner. Let it dry then sand again. You can buff out the area if desired.

In all honesty it looks like you've got a more serious issue with that futures box. A crack is visible on the flange (near the set screw hole and also from the back of the fin out to the rail?), which means the box has been tweaked and the brown foam stain means you've taken on water and it looks like a pretty large area...hopefull not just a dark photo? If so, you might want to deal with THAT while your at it.
