AUGUST CONTINUED THE TREND OF AN INACTIVE SEASON OVER THE EASTERN
NORTH PACIFIC BASIN WITH THE FORMATION OF ONLY 2 TROPICAL STORMS
AND 1 TROPICAL DEPRESSION.  ONE OF THE TROPICAL STORMS...FRANK...
REACHED HURRICANE STRENGTH.  THESE NUMBERS ARE BELOW THE LONG-TERM
(1971-2009) AVERAGE OF 4 TROPICAL STORMS...2 HURRICANES...AND 1
MAJOR HURRICANE.  IN TERMS OF ACCUMULATED CYCLONE ENERGY...ACE...
WHICH MEASURES THE COMBINED STRENGTH AND DURATION OF TROPICAL
STORMS AND HURRICANES...TROPICAL CYCLONE ACTIVITY IN AUGUST WAS
ABOUT 40 PERCENT OF NORMAL.

SO FAR THIS SEASON...OVERALL TROPICAL CYCLONE ACTIVITY OBSERVED TO
DATE IS ABOUT 75 PERCENT OF THE LONG-TERM MEAN.
