How complex? Do you need a store front? There are tons of tools out there you can use to do it yourself. Get a CMS like PHP Nuke and you'll be all set.

A friend of mine does websites (and he surfs lol) - I'm unsure if he has the skills (php?) that your looking for, but he is one of the better graphic artists out there- he also has connections with signs/ vinyl printing ect... check out his site and the other sites he had done (I believe he does alot with the CS surfers websites too)- tell him gill sent you! PHP Nuke stinks. Go with a different CMS. Something like Wordpress, Joomla, or Drupel. Wordpress being the easiest, then Joomla, then Drupel. The learning curve isn't too bad as long as you aren't making crazy changes. But, you can D/L a template and go from there. There are plenty of tutorials that can walk you thru the process. The latest version is 8.2. All CMS have their issues. Also, there are not supposed to be any recommendations or opinions on Wiki, so that comments is out of context. Joomla is a good choice too. I had forgotten about that one. I'm not familiar with Drupel. I haven't used PHP Nuke for a number of years, so I can't really comment on how good or bad it is currently. I know it was solid when I used it for my site a number of years ago.
I have used all at some point and Joomla is the best IMO if you are going to do ecommerce. I have a WordPress instance up now and 2 Joomla sites. VirtueCart is very easy to configure and buying a professional template is highly encouraged. As other have said there are tons of resources on the web to get assistance. Another great thing is if you buy the right hosting plan most of this stuff is 1 click install. @Aquaholic, thanks I still have tons of work to do and the /dev site is the newest version of Joomla and VirtueCart, not ready for my prime time yet. Yeah, I prefer Joomla as well. I have done several Joomla sites myself including mine. Once you get the learning curve...it's pretty straight forward from there. I have been doing websites so long that I build them from the backend. (database level). MYSQL, PHP Admin, ect. If you are comfortable with Joomla, I highly recommend looking into backend/CSS editing. That's where a lot of the magic happens. But, like you said. Get a good host and they will either install your template/Joomla for you or make it real simple.
I too edit directly at the code level including PHP when needed. I have a BSIT and took my fair share of language classes and come from the old school world of IRC chat using EggDrop bots written in TCL. I rarely start from the ground up on sites now since it is so easy to "one click" install and backend edit from there. Good luck darippah

Have you ever outsourced programming to India before? A colleague of mine did for a new business he was starting. Very complex site. Turned out to be a nightmare and not nearly as cheap as he thought once the Indians were finished nickle and diming him. Only good thing about outsourcing is you can withhold payment and they have no way of suing you. Not nearly worth the headache imho. If you can't afford to have Americans do it, save your money and wait until you can.
I don't like outsourcing to foreign countries... Working remotely with someone in another state can even be difficult. It might work fine for simple, straight forward projects, where collaboration is minimal, but most projects are more sophisticated and require a lot of communication to get it done right.

Funny, I was an IRC admin for many years, wrote several MIRC scripts that were globally used and ran plenty of takeover botnets. At one point I also had my own IRC network for a blessed few.
