We don't like to have to enforce what people say, but there is a need to create some basic rules to our surf forum society or else it will be taken over by the unruly.

Erock, here are a few rules that the closed thread fell under:

Inappropriate Language
Insulted Other Member(s)
Making offensive comments

A lot of stuff, we just let fly bye, but when we think it has gone too far we issue warnings. 3 points and you are banned. And, as you said, your 1 point you received expires in 10 days, so its no big deal.
