You do need a permit to conduct business in the National park on Assateague, I used to hold it but let it lapse. They wanted records of how many people I served, how much money I made, when they were there and where they were from. I had to submit these reports every month, I hated it and stopped offering my service over there. That said I'm sure it's just a ticket, pay it and move on, no big deal.

All national parks have to offer cua's or commercial use authorization applications but unfortunatly you have to somehow convince the local head of the parks near you to allow your particular activity. The guy near me only allows food trucks and peronal friends it seems.
Did you take payment at the park? Maybe they just rented the equip and you happened to be there kitesurfing too. How much did you or your rental customers tell the fuzz? usually telling them nothing is best.
There once was a fellow who got a DUI on the park road there the summer he was a lifeguard for the park service. I'm not sure when he's up for parole, hopefully sometime soon.
when i was a lg at shook our own fed rangers gave me a speeding ticket. i had to pay it at fort monmouth. it was just a fine.
