I don't think water temps in Duck should be used to judge the Frisco area. Water temps in Duck are quite a bit cooler in my experience. Years ago I camped in a Frisco Campground right on the beach. Was nice. Did most of our surfing North around the corner, but it was nice to have two beaches facing different directions at our disposal. Then again, we were there for several days of tropical swell in September so quite a bit different.
My fav two surfing camping trips were tortola bvi, reasonable air fair and reasonable camping right near a shack that makes hallucinogenic mushroom tea and rum drinks called the bomba shack and hatteras id always wander out into the dunes and just set up. Haven't done either of these trips in ten yrs though so Id research it first who knows if things are different. I slept in my car in montauk for a month about 5-6 yrs ago but that was more of a homeless surf trip than a camping trip.
I don't know about water/air temps... I would suggest checking before you leave and throwing in the proper gear. I have down the camping/traveling / surfing the east coasts a handful of times. There are better camp sites (closer to the beach)down south then around nj/md/de area. If your coming from northern yet- there are a lot of good camp sites in ct/ma area. If I was doing it again(from jersey), I would skip de and md - just drive thru , maybe stop to surf if the waves are good. Although assateague and chincoteague are pretty cool. I stayed at the state and also Toms campground , they are both good! There is also a really cool campsite around cape Charles va on the bay site, but its far from surf. You gotta drive across the long va bridge to va beach. The camp site it really cool tho and you can swim in the bay. Va beach has 2 camp site- a northern state site (no hot water? ) and a really nice koa in the south. Obx=all kinds of camp sites. Just pick your spot. Be cautious with bugs/green heads. Depending on wind some camp sites are filled with green heads. I personally would continue past obx if time permits to top sail and wrightsville. But mainly cause I like the area and have friends I would like to visit. Some good camping there too- koa as I remember. But not as cool and rugged feeling as obx.
April water temps can be anywhere from 5/4's boots and gloves to just a 3/2. Early April will obviously be colder than later. Anything north of the island will be considerably colder. Frisco camping will put you right close to the beach, while Buxton will be a little more of a hike, but will generally have better surf. Nor'easter s are still a possibility at that time of year, so might not be a bad idea to opt for one of the little cabins in Frisco.
Oh yeah if its warm bring mosquito netting if its winter you should be ok but the mosquitos in hatteras are gnarly. Once i let my dog out and she was back in like 30 seconds at the tent flap whining and she had a mosquito beard, i felt bad for her.
a couple years back i spent 2 weeks there working on my family's rental house. only took my 3/2, 3mil boots, & 2mil gloves. surfed almost every day, but had sessions ranging from completely frozen in all the gear i'd brought w/ me to unreasonably warm in just a 3/2. a lot depends on what the wind is doing & in a fit of pure amateurism, i forgot that.
If you have a four wheel drive truck, go down to the north end of Carolina Beach, Freeman Park; you camp right on the beach, have beer, pizza and firewood delivered, see an incredible array of drunks and even get to surf some... Especially during Easter break. Truly the Redneck Riviera.... See you there!!! Early April you may be in a spring suit, POSSIBLY trunkin' it with a 2 mil. Two years ago board shorts last year a 4/3.
Camp at the Frisco Woods Campground in Hatteras (not OBX you phags, it's Cape Hatteras, spell-out one of the greatest seashore parks in the world). Then, THEN, have an impromptu party at the campgrounds with a bunch of strangers and almost burn the place down playing flaming lighter fluid soaked hackysack. Burn the picnic tables, almost get into a fight with the biker security dude, and get banned from the campground "for the rest of your life" (per the owners), and still get a Christmas card from the owners for the next two years. That, my friends, is how to camp and surf properly.

The first time I camped out at the Cape Hatteras Lighthouse Park was when I was 19 and dinosaurs roamed the earth. i cracked my kneecap at my golf course maintenance job, got workmans comp, and took the money, my 2buddies and a cane and headed north in an old Mercury Capri. We stopped at HHI but it smelled and looked too clean so we continued north until we got to the campground in Hatteras after dark. My buddy Gary brought a giant canvas Boy Scout tent. We pitched it, and abooot and hour later it blew to pieces. Luckily we had a dome tent and squeezed into it. I wanted to check the surf, so in the dark I shuffled over the dune with my cane. i could hear it breaking ( it was early September). And shuffled over the next dune... and the next dune...and finally gave up and went back to the tent. The next morning we went to the Lighthouse and it was way overhead shorebreak and spitting, and way way outside it was aboot 15 foot faces, with a few guys out riding 7'6" boards. i broke out my big boy Florida 6'2" single fin gun ( I rode a 5'9" twin fin on most days ). No way was I going outside. I took off on a way overhead barell, got pitted, and the board was chattering. My buds took pics. (It looked way smaller in the photos. Maybe a foot or so overhead, but it felt like Pipe). At the campground, as I was cooking hotdogs, on the grill, I went in the tent to roll a fatty. i heard lots of sqwaking, and when I came out, the seagulls had stolen the dogs off the grill as they were cooking, and were fighting over the scraps. Then we drank Jack Daniels on the picnic table, and threw bread balls over each others heads and watched the gulls swoop down and almost pluck our eyes out trying to get the bread balls in mid air. That night we met a couple of local girls., Erma and Ethel. They pulled up next to our car and said, "Hey, ya'll want to race?" We did, and blew out the timing chain, and were relegated to the break off the campground until the car got fixed. After we got the car fixed, my buddy Brian got his ribs busted when he landed on his rail in the shorepound at Frisco Pier. Then he lost his wallet. Then he got punched in the ribs at frat rush in Gainesville on the way home, when he squeezed a sorority girls ass. We hadn't seen any decent girls since we left Florida. Luckily we found him at Crystal Burger, he could barely breathe. Good Times!!!
