No way ever should tax dollars be used for government employee bonuses. Private sector, it is their money. Public sector, it is NOT their money. Government employees are way overpaid, way too much benefits that outstrip any private corporation. It should be stopped immediately.
It has to do with the way federal budgets work. Piedra is correct. A good example would be an agency that replaces X item every 2 or 3 years, due to the lifespan of X - which costs 1 million. During those off years where X is not being replaced, if said agency doesn't spend that million dollars, it is removed from their budget, permanently. So then two years down the road, when they need the money to replace X, it's no longer there, and they are up craps creek. I agree that it's totally screwball, but there is a reason.
You'd be shocked at how the excess budget money is spent. And they have to spend it before a fiscal timeline. It's not only "cash" bonuses. An agency will purchase novelty items by the thousands like Buck knives, gear bags, fancy stationary, commemorative coins, or whatever and plaster the Agency seal on it and effectively hand it out to every single employee as a "gift" before the end of the year. You only get plaudits for coming in under budget when your budget is under the public microscope.
What Kid said. It's surreal to see what I've seen in the fed sector over 30+ years, not as an employee but as contractor. The extreme waste of money & resources is stunning. The sheer lack of accountability is deep. The level of incompetence is widespread. The spirit of entitlement has always been the worst anywhere. The corruption....I could tell some things that would spin your wetsuite around. And that's bi-partisan fed participants.
