For a city and an area that is crying for more water and who already has low quantities, Ya'd think they might make more use by REUSING their already soiled water for fertilizing and irrigating their already dead-thirsty soil!
Its not even partially treated This is nuts!!!!! I design,spec, sell, and troubleshoot wastewater treatment plants and in the article it sais they are not even doing secondary treatment. The only thing they are doing is removing the solids and sending it out into the ocean. To give you an comparision it would be like having a super large spetic tank to let the solids; poopy, toilet paper, food scraps, settle out then discharge the virus, bacteria infested, e-coli latten water right out into the ocean. Thats just messed up. Heck with the inland bays pollution control stagies and many of the septic systems under regulation of DNREC alot of our onsite septic systems in Delaware have more treatment than thier municipal system. Heck even Maryland with the Bay Restoration Fund and Critical Area septic system requirements have more treatment than them. Thats just sick!!!!!!!!!!!!!!!
Yeah man... Its greed that has been going on for decades... In a nut shell, this is what has been happening... The city of San Diego has had broken waster water pipes, and a small facility on Point Loma that cannot accomodate that amount of raw waste that the city produces.... So, It barely ever rains here... But when we get more than an inch of rain in a day, every sewer pipes in the city getts flooded. I have heard that by the time the waste get to the Point Loma station, there are giant couches, and debris in it... So when all of this trash and stuff hits to poop plant, it locks up the system... When this happens, the facility has to OPEN the flood gate to the ocean and start pumping MILLIONS of gallons of sh** into the Sea. It only goes off shore a mile or two also from what I believe. So... This has been going on for 20 years... IT IS COMPLETELY ILLEGAL. EVERY time the stupid city opens that sh** pipe and pollutes our water and shuts down OB for like 3 days. They get FINED for upwards of about $2,000,000 every time.... So, this has happened every other year for 20 years.... San Diegos response has ALWAYS been... WE cannot afford to upgrade the plant or fix the pipe. Its no in our budget... So they take the hefty fines.... And 5-7 years ago, when this place was ROLLING in money. Everyone in this place was throwing around millions... The city helped Build baseball stadiums, and mass transit and everything else to help increase the amount of people that can live here, but THEY WONT UPGRADE THE SWEAGE SYSTEM!!! THE MOST BASIC OF NEEDS!!!!??????? Now the economy is bad again, and the city said... Not only can we not afford to fix this... We cannot afford to pay these fines anymore... So rather than manning up the money they should HAVE TO PAY for destroying Sea life, the COASTAL COMMISSION JUST SAID well... fine... You are off the HOOK!!!! We are the only city on the whole west coast allowed to do this... Its illegal and wrong... And now the Very commission put in place to STOP things like this is in bed with the sh*** city.... I am sooooo pissed... When the EPA wont even help the situation, you know you are fu**ed.... DUDE, 2 years ago, LOBSTER SEASON WAS DESTROYED>>>> there was so much bacteria on the reefs, you werent even supposed to EAT THE SHELL FISH FOR A WHOLE YEAR!!!!! Absouletely inexcusable. Insanity.... sewage in local waters it's ridiculous but until citizens like Riverkeepers sue every major city to force them to upgrade their sewage treatment, this will continue. Almost every major city in the country dumps raw sewage at some point into local waters. Washington DC signed a consent decree and is digging huge underground storage tanks to hold stormwater and sewage during heavy rains so that Blue Plains doesn't dump raw sewage into the Potomac. LA and Atlanta have also signed consent decrees because of lawsuits by Riverkeepers and Natural Resources Defense Council. It seems logical that surfers should be activists on water quality issues. Okay, off my soap box.... Some really fun waves today!

See, we always do unite, and there is a local organization that always SUES san diego every time they do this, and then San Diego pays MILLIONS of dollars in penalty.... Thats the point of this article. From now on, they cannot be sued. Technically right now, they will not be breaking the law... Thats the problem. They basically legalized pollution so they cannot be privately or publicly sued... Shady business. I mean, start taxing all the tourism and stuff. There are a million other options out there, and since the wrong people are in office, these great solutions are never considered and swept under the rug because they cost money. So fu**ing wrong. And shame on DC, Atlanta and EVERYONE who has allowed these things to happen to their own cities. Shame on all of them. DC makes me a little more angry than San Diego, because if local DC citizens voice their dismay over this topic, they would have the White House listening. And if the White house has listened, and just doesn't care, shame on them too.

If you are bored, here is an interesting explanation by the city of how this piece of sh8* works. It seems like its ok the way the describe it, but the problem is that is maxes out at 225 Million gallons per day, so when it rains too much, the count is up to like 400 Million gallons and the system cant handle it, so rather than even sending it through the partial cleaning process, they just open up the 4 mil pipe and free-fall solid waste and sh** into the pacific, 300+ feet deep. Christ!! you would think with the strict emissions laws they have (CA legal versus Federal Legal Emissions, EGR valves ect), that ocean would be sacred territory. Unreal...
The ocean/coastal/wastewater environmental laws and regulations were gutted during the last decade. EPA was grossly underfunded including the enforcement and wastewater treatment programs. The Clean Water Act is authorized but not funded to levels required for water testing, monitoring and fixing. Waivers routinely were granted. It takes a while to rewrite and untangle the EPA regs and executive orders. It would have been great to see some Recovery Act funding allocated to these projects (water testing, monitoring and fixing).
