maybe this isn't the best reply (since it's not completely firsthand), but my friend said he tried there a few times while he lived in georgia, and it was never any good. like not even "hey let's just goof off" good.
Bodyboarded it as a kid on a trip visiting my parents friends but I don't think there is too much there as far as good surf unless there is a storm brewing off the coast. Not the kind of place you show up and just score.
flat, Savannah is a fun town with town with tons of history and drinking establishments, go sightseeing instead
...or venture a lil bit further south to Fernandina Beach FL (1st FL exit) and then go south on A-1-A to ]North Jetties ](state park at north side of St. John's River mouth). Place can get crazy good!
Tybee Island is a big gamble surf wise . The surf rarely breaks there...well, waist high during a big low or a hurricane. Go north to Folly Beach or south to Florida.
I spent a week on Hilton Head Island, SC in April back in 2008. Not exactly the same, but about a stone's throw away. For what it's worth, I was able to surf 4 out of the 5 days I was there (didn't check it the 5th day). Nothing great, but still fun.
I know I'm about a month late on this answer but tybee only hits in the spring. So grab your board and head out when the tide is coming in or at high tide. Just pay attention to the wind because with any sort of onshore wind it is crap...super choppy with weak waves. But they still don't get too big. I started surfing in socal and and on the east coast I'm learning you really have to just drag your board with you because the reports change so quick. Hope this helped and I'm not too late.
