    It already is regulated, at least in vee bee, to a point. During a couple of big storms that rolled through this summer and last winter, they "closed" the beaches, because it was "too dangerous" to allow people to go in the water. You might get hurt. Police were writing tickets, or so I heard. I definitely got harassed by lifeguards for over an hour while i and some other guys surfed. Damn liberals and their fu(king nanny state :mad: If I want to drown myself, it should be my damn choice!!!!

    Surfers are a menace to society. Unproductive layabouts that skip work, skip school, skip life in pursuit of always-fleeting pie-in-the-sky wet dreams. Uneducated self-appointed waves-teach-us-all-we-need-to-know gurus. Sex-craved beggars when not in the water, self-righteous prima donnas when in it. Ostriches completely unawares of happenings in the world.
