That is Wayne posing as an officer of the law trying to convince that mentally ill woman to get in his white van of doom for a trip to FL. If you look behind the building it is parked there disguised as an Electrical contractors van.

 

Man, that is one sketch-looking motel.

 

Not sure what we're suppose to be looking at, but the area looks a lot like the VA Beach Oceanfront.
