Body with cement shoes washes up on NYC beach

How does someone wash up if they have "cement shoes"? please tell me some idiot mobster dumped a body in 5 feet of water at high tide, and the body became exposed at low tide....

Because it was a sloppy job. Really, they should have had a 15lb. Hinged fluke anchor, 4ft. Of 3/8" chain and a strong leash with prpere knot.

 

The best way is to wrap the body in chain link fence, dip both ends in concrete to secure it and sink it, and drop it overboard. crabs will pick that fence clean in two days....
