If the wateris 60 degrees I may put on booties, my feet get cold. If the water is below 70 degrees and I'm planning on surfing for hours, a long john would be perfect if it's hot and sunny. Gotta keep the legs warm so they don't cramp up. Plus the long john gives you the ability for unimpeded water wingage as an option in heavy surf.
