It does, in fact, have to do with the bathyscape of the area. Tides are, yes, moon related, but also a question of sea levels as related to adjoining areas. In other words, RI area may be shallow, so the rising water level may max out earlier than where the ocean floor is further down, Cape Cod, perhaps?? So it then takes longer for water to flood in and max out. BTW, it is not just the moon that influences our tides. Other celestial bodies (i.e. other planets) affect it also. In just a couple of hours, Earth may align itself now with Venus or Mars to affect the tide within that very 6 hour tide span.

Look at the high tide for various places from NOMOCO to West Palm. I remember something like NOMOCO VB and Wes palm being similar times while Chincoteague Frisco were similar. Yet VB to Frisco 25 minute difference. too many variables. You look at the tide coming west and how it hits everywhere while interacting with currents, coastal opening etc. I got tired of trying to figure it out.
