Surfing in Late August on Bethany Beach, DE?

Hi everyone! What are the waves like on Bethany Beach, DE in late August? I've been invited to join a group of friends for a week there (at Indian Harbor Villas, specifically) but would only want to go if there's waves to surf. If anyone is familiar with the area, do you know if they allow surfers in the water at that location? Thanks!

Indian Harbor Villas is actually closer to Indian River Inlet (where surfing is allowed) than Bethany Beach. Mid August is pretty sketchy for any kind of waves in Delaware....15% is probably on the optimistic side.

North jetty at Indian River Inlet was fun last summer on days when the swell was >4'. Smaller than 4' you pretty much had to go at low tide. Smaller than 2' it wasn't even ridable. Access is through a state park, so there is an $8 out-of-state parking fee per day ($4 in state tags, annual pass also available).
