Ahh semantics and taking things out of context. You're no worse than CNN. First off vigilance is just a common sensical trait whether your swimming in the ocean, hiking in the woods, or living in a city. Secondly Kahn said "These types of events are part and parcel to living in a big city and all we (public citizens) can do is be prepared an vigilant." Thirdly Kelly never said "Be prepared" (as if it's gonna happen again) and "being vigilant" isn't placed solely on the public. He emphasizes the role that the US military and intelligence plays and why the US public can sleep safely at night. Keep reaching for straws. Better yet don't.
