Unfortunately for the Feds there is video footage of the second 'bomber' leaving the scene after the bombing with his back back still on, and footage of the blown up pack showing that it matches one worn by one of the security team ( notably a logo patch) who was seen leaving without a pack.

To those who think this is some sort of domestically organized scheme, I would love to see how it would pan out if you told that to the guy who had his legs blown off because he was standing right in front of the bomb when it exploded.
