central america... if it was winter, I'd say you could head to Puerto Rico, but it can be inconsistent in the Spring.

Depends on your idea of cheap, and your idea of warm. Cheapest would be to drop off in socal, surf there and take a couple 30 minute drives down to baja. But it is not "warm surf" around here by any means. The water is in the low 60s, but I think you are talking about a whole different thing. You can get a shoutwest ticket out here for $99 bucks. Central America is obviously the much better choice, but that involves passports, expensive flights and lots of planning... Central Florida is somewhat consistent this time of year too. Even cheaper flights down there. They go like $69 one way sometimes.

costa rica doesn't really involve all that much planning...you can get a flight out of philly for fairly cheap. hop in a taxi or mini-bus (always an adventure down there) & roll up in mal pais & cruise around looking for cheap places. mal pais surf camp has rancheros (shared w/ 6 other surfers) for like $10 a night. there are places closer to the main break that are cheaper & have better amenities, too.
if you did it that way, your flight would be the most expensive part of your trip. i did it that way in 2005 & stayed for a month on about $1500 ($400 for the flight, $300 for the room, $750 or so for food & miscellaneous stuff like booze). but i did not live cheaply. in addition to being up at dawn to surf every day, i enjoyed the abundant social scene several nights while i was there. that gets expensive. if you're just looking to surf, you can do it much, much cheaper.

How consistent would you say Puerto Rico is in the winter? For example, If I planned a trip for a week next January would I have at least a chest high wave to surf everyday?

Puerto Rico is known for its good winter surf. It is as consitent as it will be I think, but to say that you would get chest high everyday is not realistic. You should probably get a few days of surf out of a week down there I think.

you are never guaranteed chest high waves everyday for a week with good conditions anywhere on the planet. but if you like superlong right pointbreaks go to elsalvador. dirt cheap. costa rica is a good choice too but its not worth going unless you get a rental car. if your more advanced than puerto escondido is the place to go.

Honestly how was that? I might start saving up for that...would be nice to get away from the military for a bit and take off.
