All the examples you listed were state actors. The "terrorists" or "Muslims" are all non state actors, two very different things here that a basic PoliSci 101 class on international policy could straighten up for ya.

Germany under hitler was a nation, with borders, occupied territory and was a real militaristic threat that tangibly and existentially threatened not only our allies abroad, but also stood a very good chance of capitulating and taking over our Nation at home and grinding it into the dust if action was not taken against it.

Im sorry, but i don't see a similar threat with any terrorist group today. Dudes running around in the 3rd world with rags and outdated AK's, with out any sort of reliable unified leadership doesn't justify a "war", or existential threat to America for me. So what if they hijack a jet every decade or so, or a couple crazy whackjobs domestically try to gain notoriety by linking their insidious deeds to an already established enemy of the state? By declaring them as such we only give them credibility and therefore more power.
