Spoke to one guy this past summer who dropped in on me then was very apologetic and talked about wanting to respect the locals, asked how to spot worked best, and then didn't drop again...he started to change my opinion of the syrup lovers, aye. But then the rest of the summer happened as it usually does and I fuggin hate em. Other day out swimming through then 3-4' chopped and snagging a couple to body surf...saw this one dude who obviously knew what he was doing have to step out because of a lady And her buddies clogging the line up half laying across their boards. While I'm treading I hear her try to apologize in her accent...said, "sorry buddy, I just don't know what to do." Dude goes, "you just gotta...." And paddles off, fockin hilarious, he just gave up mid sentence. I just grabbed a left and bodied it in, felt sorry for the guy that lost a decent right.
I met a french canadian couple once at the wall and told them to goto rye on the rocks where they would be welcomed. They followed me there and caught 1-2 waves. After they offered me some nice red wine which I enjoyed

I've found that protests aren't effective. However, grabbing their board and dumping them off, or just plain running them over, when they drop in on you seems to get their attention. I give any individual one warning, phrased as follows... "drop in on me again and I'm gonna run you f*&$ing over. Then apply the aforementioned technique. Interestingly enough, when you use this technique the offender can suddenly no longer speak English. They just give you the "non anglais" and the stupid look that most French Canadians often have... a face like they just smelled dog s#*t.
