Also, I think you should pay close attention to the family fishermen you meet in your ports-of-call--ask them about the influence of NGO's on their livelihoods. You may gain a little more perspective on being careful what you ask for/letting the fox into the hen house, etc and get an idea of the benefit of true grassroots formation to address local issues--not federal, broad brush, one size fits all attempts at regulation and conservation (usually involving illegal giveaways to political allies).
