I didn't know the ocean had laws.i wonder if u can get a sui,surfing under the influence. pretty fugged up when u have to read town ordinances before u can go surf... I'm in nj.never heard of such a thing.i occasionally surf without a leash,its actually better because u wont break ur board.hopefully ur a decent swimmer.even tho waves break like 30yards out,even more fugged up if u cant swim 30 yards lol. theres always empty waves and empty beaches.i can paddle out and look to my left and see 20 guys in the water a 1/4 mile over.so if ur worried about whether or not to unleashe it just go to an empty beach.if u cant find an empty beach,drive further
few years back, some moron with no leash let his board go and to the shore it went! almost hit my daughter at a popular, packed, R.I. spot! she was only 10 at the time and I almost lost it! if your good enough to surf without it,and not risked injury to others, whatever. the problem is that the dog might take a bite outta ya if that board hits or comes close to my kids or myself! combination between anger and immaturity can be a biatch!

I think it's pretty simple. Wear a leash if there are lots of folks surfing or swimmers on the inside. When there's nobody around, do what you want. I still don't understand why people like to go chasing after their loose boards though. Do you really think the drag of that leash is slowing you down that much? This is particularly applicable to C & D grade Florida waves.
What if leash breaks? One of mine broke this past winter and 7'6" went sailing all the way to the beach...
