Micah, This looks to me like a brand new NDBC buoy?? Like 100 miles off Central Jersey. Considering budgets..it seems coincidental that it started reporting data right when 44009 stopped. look at the title of the buoy - Station 44066 - Texas Tower #4 Sounds like a buoy that went a drift from Texas, and they decided to moor it off the Jersey coast for whatever reason. Perhaps, as you said as a replacement for the hotel buoy.
