Thats Long Beach on Long Island. The only way you can get parking spot that close to the beach is a) if you show up at 6am on a weekday or b) kill someone. By 10am good effing luck finding parking, although if you do it's all free. As for the ATV, the only people who can use those are beach patrol and the Skudin brothers have one at their surf camp I believe. 5 miles from Queens, so expect city parking on the beach.
