It's a frog strangler. Blowing like stink and heavy rain squalls, the system is too close for swell, so just mosh. I saw one dude at the Cove on the cam, all alone, he must've been really bored or missed the last run of a month of good waves.
My first year surfing, I paddled out and into any condition, foolishly. Hadn't ever heard the term, blown out. I sure learned a lot about the ocean that year. I recall one day where I spent 2 hours paddling out and getting nowhere. But the water was warm, and I just enjoyed being there. I look back now and marvel that I didn't drown. So, maybe that guy you saw out there was a beginner like myself?
